Talus Rinn was a female Orion crime boss who was active as one of the most infamous leaders of the Orion Syndicate known to the intelligence service of the United Federation of Planets. An elusive figure, she was believed to have been connected to various matters across the Alpha and Beta Quadrants, where she contributed to the conflict between the Cardassian Union and the Maquis rebellion inside the Demilitarized Zone and falsified information to alienate the Bajoran people from Ferengi business ventures on their homeworld, thus opening a vacuum that the Syndicate filled.

Service to the Syndicate[]

Enigmatic and reclusive, Talus Rinn was theorised to have come from either the Betelgeuse or Rigel star systems, which became infamous as the homeworld to multiple natives that came to inhabit the highest echelons of the Orion Syndicate, but these suspicions were unconfirmed, although she was known to have never been a nationalised citizen of the United Federation of Planets. Having entered the criminal underworld, she was noted for her undersized height but nonetheless entered the ranks of the Syndicate - an organization which, like its namesake species, existed beneath a matriarchal structure of Orion women - becoming an enforcer who was also commissioned to commit the occasional assassination for their activities. Even though her statute was one where she occupied the lower ranks of the cartel, the time Rinn spent as an enforcer marked the stones on which she forged a significant career for herself. Gifted with a strength that surpassed her otherwise small build, Talus Rinn discovered that she was able to anticipate the next moves of her opponents and devise counterstrikes to overcome them in short succession. Merging brain with brawl, according to the rumours which took form as her reputation flourished, Rinn became a hired liquidator for the next three years and killed four dozen individuals before she realised that better fortunes could be made from climbing upwards inside the Orion Syndicate and left to secure a position on Rigel IV as one of the Delbaj lieutenants attatched to a local mobster headquartered there. As a right-hand to this kingpin, Talus Rinn was proven to have a flair for business and helped to further endeavours in countless procedures, establishing several frontmen to represent her and the shell corporation which the Orion took over. These proxies enabled Rinn to establish footholds on markets that linked back to sources from multiple species that benefited from interaction with the Orion Syndicate. The jumpstart in this career came after Rinn was able to obtain clandestine information on a new design for warp coil innovation that had been developed on Rigel IV, utilising a combination of blackmail, theft and brutal force to secure the blueprints, then eliminated the inventor and her associates, consequently clearing the platform of the competitors who might have tried to block Talus from acquiring the patent that secured exclusive rights to such a creation. With exclusive access to this novel design in the clutches of her organisation, the actions of Rinn enabled the Syndicate to acquire legitimate footholds on the planet, increasing their sphere of influence outside the criminal realm, while the mastermind herself built a fortune in latinum amassed from brokering an auction where her corporate mouthpieces sold the innovation to sources in the Breen, Nausicaan and Udori. From the wealth she accrued from her operation, Rinn was further elevated through the chain of command with a promotion that enabled her to secure a seat on the leadership and fastened her reputation inside the galactic underworld. Talus proceeded to launch a series of dexterous operations which were both ambition and daunting, but successful and linked with all manner of different enterprises. As she rose to become a legend inside the disreputable layers of the galactic stages, the Orion known as Talus Rinn was tied back to the fixture of local ballots, arms trafficking and killers who she contracted to assassinate world leaders. The file which Starfleet Intelligence kept about her also stated that she was responsible for offenses related to gunrunning, smuggling and theft. However, despite her significant profile, the aforementioned intelligence service was unable to secure photographic evidence on Talus besides a single picture which depicted her at the age of thirty, but there were no recorded sightings of her in more recent time, making her an enigmatic player in the Orion Syndicate. Although her people had been cooperators that dealt with the Cardassian Union over the course of their occupation of Bajor, after native resistance motivated the Detapa Council to issue orders for withdrawal from the planet, Talus Rinn was one of the heads that led the Orion Syndicate into competition with representatives from a conglomerate in the Ferengi Alliance that wanted to establish a valuable stake inside the market now that it was freed from inspection under the Cardassian Empire. Wishing to establish a consensus with the provisional government where their enterprises would be able to monopolise contacts for replicators and recycling technology, while Bajorans harboured little affection for either faction due to how both had been collaborators who offered services to their previous oppressors, the economic needs of the ravaged population motivated the provisional government to select one of these entities, despite their former association with the Cardassian Guard. According to rumours, Rinn secured the service agreement with another of her trademark schemes where falsified evidence enabled her to implicate the Ferengi with multiple ecological crises that had taken form across the surface of Bajor. Talus was said to be the true engineer of these disasters, but the administration bought her lies and took measures which reduced the Ferengi presence on Bajor until the species had been practically expelled from the planet, even though at least one businessman continued to handle various matters of trade from his bar on Deep Space 9. The loss of these profits transformed the crime boss into a target for animosity from the Ferengi that was believed to have followed Rinn for the remainder of her life, but it was not the first time where her hand was implicated in the affairs related to an unstable cabinet. The previous year, she was believed to have assisted with the Klingon Civil War, which was triggered when the duplicitous House of Duras issued a challenge which contested the claim that Chancellor Gowron had to the leadership of the Klingon High Council, the outbreak of this internal struggle drew attention from multiple powers that watched from outside the border. While the Duras had been mobilising for war using support that came from their secret alliance with the Romulan Star Empire, after the Klingon nation was stabilised, rumours implicated that Rinn was related to the inflamed tensions which precipitated the schism that severed the Great Houses. The Federation later discovered that Talus Rinn was connected to the stratocratic government of Cardassia Prime, which she was thought to have offered data stolen from Starfleet Intelligence which included the names of those who serve known or theorised to be sympathisers of the Maquis, a paramilitary outfit created from colonists inside the demilitarized buffer zone established between the two states, even though the Syndicate housed elements which supplied arms to the rebellion. Extended the offer to have all these individuals marked for elimination at the hands of her assassins, it was said that Talus Rinn had demanded to be reimbursed for her troubles with a fee that the reports described as "outrageous", though these same assessments claimed that the subject was confident her information could bring the Maquis to a halt. However, the SI was uncertain about the details of the negotiations or if the Cardassian Union had decided to accept the offer, which was also insubstantial. At this time, the intelligence apparatus of Starfleet coveted fresh details about this enigmatic leader of the Orion Syndicate and there were individuals who doubted that she was even real. However, informants who tried to penetrate the forces of hired muscle, smugglers, bankers, assassins and operatives that Rinn built with those she recruited from her own species often tended to vanish at a worrisome rate, which left the case unsolved, though there were unconfirmed rumours that suggested Talus was based inside the Rigel system.
