Teo was a Starfleet ensign stationed on Deep Space 9. Teo had a mate and several children.
In 2373, Ensign Teo volunteered for duty on the USS Defiant, on a mission to discover how an infant Changeling cared for by Odo had suffered tetryon radiation poisoning. Teo volunteered for the mission because of the tragedy of the infant Changeling and he himself suffered four hundred rads of exposure on the mission. Odo thanked Teo for volunteering.
