Tepesor was a female Kinshaya who served as the Vicar General of Janalwa by 2382.

When the Devotionalists reemerged late that year to hold multiple public rallies in Rashtag, Tepesor observed from the steps of the Cathedral of State and was surprised at the size of the crowd that gathered, and unsettled about bringing Breen weaponry to bear against the protestors. While she believed the gatherings and their organizers were heretical, she did have some degree of admiration for their leader Yeffir's unwavering commitment to their beliefs, and as the Devotionalists stood calm and unarmed in challenge to the Inquisitors and Breen troops, she wondered if there was some core of strength underlying their heresy.

Grand Inquisitor Rasec ordered the Breen to clear the assembled from Niamlar Circle, and when merely the threat of weaponry did not deter them, Tepesor was surprised that the Breen commander Ghoc Reyd would fire without provocation from the non-violent protestors. The Breen did open fire, causing the rally attendees to panic and scramble, and many died from the disruptors or from being trampled. As the death count grew over a hundred, the scene reminded Tepesor of the tales of damnation, and she urged Rasec to stop. Rasec became aware that the government's lockout of the communication network had been overridden and finally ordered the firing to stop, but Tepesor realized he cared more about the bad publicity than any loss of Kinshaya life. After the event that would come to be known as the Niamlar Massacre, Tepesor doubted Rasec's assessment that the Devotionalists were too decimated to continue.

As public outcry grew, Tepesor herself led a movement from within the priestly government to push for reform and began to openly question if the current regime's interpretation of the divine will had become overzealous. She defied the Episcopate by ordering the Inquisitors to halt heir persecution of the heterodox Kinshaya, released Yeffir from incarceration, and offered to participate in an orderly transition to a more populist government.
