The All, also known as the Universe or the creative force, was a being Spock and other Vulcans believed themselves in communication with via a "seventh sense", which might represent the universe as a whole. It might also be the equivalent to the Terran "God". However, they did not consider this a belief but a simple fact, due to the telepathic contact. (TOS novelization: The Motion Picture)

It's not known what relationship, if any, it has to The One. If they are the same being, it might further explain why Sybok was driven to find that being, due to its telepathic presence being felt by all Vulcans.
