The Magistrate in 2254
The Magistrate (or Keeper) was the designation of the Talosian leader who captured Captain Christopher Pike in 2254, and then orchestrated his return to Talos IV in 2267. Under the Keeper's original plan, the Talosians had hoped to use a captured Human, Vina, to breed a colony of Humans to help rebuild Talos IV. In 2257, after Michael Burnham took Spock to Talos IV so the Talosians could heal him, the Keeper told her that in return, she would have to share her own memories of her estrangement from Spock. Burnham complied, and the Talosians were able to heal Spock. (DSC episode: "If Memory Serves")
In 2320, the Magistrate again communicated telepathically with Ambassador Spock, bringing him back to Talos IV following Pike's death. (TOS novel: Burning Dreams)
Sometime before 2378, General Order 7 had been lifted with regards to Talos IV but several restrictions still existed, including a quarantine that confined the Talosians to their planet. The ruling Keeper in 2378, frustrated by this restriction, sought to leave his world and worked with Berlinghoff Rasmussen to try and escape via the USS Defiant. He instead chose to aid the Federation when Spock appealed to his morals and in light of Rasmussen's desire to exploit the Talosians' talents for profit. Though the Keeper asked to depart aboard the Defiant, Worf was forced to deny the request. Instead, he consciously chose to leave behind Rasmussen's runabout for the Talosians.
