Summary[]
Part One[]
The Cardassian freighter Bok'Nor is preparing to depart the station. As Cardassian personnel finish loading cargo on to their ship, a man in a Starfleet uniform starts working at a panel in the Cardassian ship. The Bok'Nor leaves the station, and Lieutenant Dax detects something and orders the Bok'Nor to shut down their engines. The explodes and the Cardassian crew are all killed.
Commander Calvin Hudson arrives on the station. Hudson is Starfleet's attache to the former Federation colonies in the newly established Demilitarized Zone. Sisko has asked Hudson to come to Deep Space 9 as Starfleet are worried that the destruction of the Bok'Nor could risk the new treaty, but Hudson comments that he feels that the Federation has abandoned the colonists.
A Vulcan woman called Sakonna meets the man who destroyed the Bok'Nor, and tells him to keep a low profile before he leaves the station. He is incapacitated by an alien man. Sakonna meets with Quark, who is shocked that she wants to buy weapons.
Dukat secretly arrives on the station, and reveals to Sisko that Federation citizens are responsible for the bombing of the Bok'Nor. The two take a runabout into the Demilitarized Zone, where they detect a Federation merchant vessel under attack by two Cardassian shuttlecraft. The Cardassian shuttles ignore Dukat’s order to break off their attack, and the two ships are destroyed by another Federation ship. Dukat comments to Sisko: “Do you begin to see, Commander, that without any help from either of us, they've managed to start their own little war out here”.
On the Volan colonies, Hudson is meeting with Gul Evek about the attack when Sisko and Dukat arrive. Evek shows them the confession of the man who destroyed the Bok'Nor. Evek claims the man committed suicide. When Sisko and Dukat return to Deep Space 9, O’Brien confirms a Federation device was used to destroy the Bok'Nor, which Sisko wonders was targeted as it had supplied weapons to Cardassians colonists before arriving at DS9. Major Kira advises Sisko that the Cardassians cannot be trusted.
Dukat is kidnapped by Sakonna’s group, who now call themselves the Maquis. Sisko, Kira and Bashir track the group to the Badlands, where Sisko is shocked to see that Hudson is among them.
Part Two[]
Sisko demands that Hudson free Gul Dukat, but Hudson plans to interrogate Dukat for proof that the Cardassian Central Command is arming their colonists in the Demilitarized Zone. Sisko tries to get Hudson to stop the violence, but Hudson instead stuns Sisko and departs.
Returning to Deep Space 9, Sisko meets with Admiral Nechayev, but doesn’t tell her that Hudson is a Maquis leader. The admiral orders Sisko to negotiate with the Maquis. Sisko ponders that the paradise of 24th century Earth is a far cry from the planets in the DMZ. He meets with Legate Parn, who claims that Dukat is behind the funnelling of weapons to the Cardassian colonies in the Demilitarized Zone and that they don’t want him rescued. The fact that the Central Command cares little for Dukat’s return makes Sisko even more determined to rescue him.
While Quark’s connection to Sakonna is revealed, in the Maquis base she attempts a mind meld with Dukat, but he is able to resist her attempt. He is rescued by Sisko, Odo and Bashir. Dukat offers his help in stopping the Cardassian weapon shipments, in defusnce of Central Command. Sisko and Dukat intercept a Xepolite ship and seize the weapons.
