Thomas Henry was a male Human who lived in the 24th century. In the 2360s, Henry held the rank of Vice admiral and was assigned to Starfleet Security.

In 2367, Norah Satie had Admiral Henry brought to the USS Enterprise-D as part of investigation into an explosion aboard the starship and what she saw as traitorous actions by Jean-Luc Picard. After Satie brought up Picard's actions at the Battle of Wolf 359 and unleashed a vitriolic outburst after Picard quoted her father, Admiral Henry left the room and later brought all of the proceedings to a halt. In 2368, Admiral Henry was one of the Starfleet officers on the Gamma 7 outpost during ongoing peace talks with the Cardassians. While there, Admiral Henry was informed of William Riker and Data's rescue by Gul Ocett's Galor-class starship. Admiral Henry also passed onto Picard the Detapa Council's request that two Obsidian Order members participate in the survey of sector 21305 that the Enterprise was undertaking. Neither Henry nor Picard was happy at this, although Admiral Henry pointed out that if the Cardassians were accommodated, the Cardassians would agree to designate the Badlands as neutral territory. Before signing off, Admiral Henry ordered Picard to seal off Main Engineering and not to allow Jos Mengred and his aide Pakat access to computers. (TNG novel: The Badlands, Part II)
