According to the unpublished Last Unicorn RPG book, The Dominion War Sourcebook: The Fires of Armageddon, the title of Thot means "Warlord', "Chieftain", "Duke", and "Governor" depending on what context the ruler wants to be seen in. Each state chooses its Thot differently. Some are hereditary rulers, others are elected, some fight for their positions, and some are chosen by a body of electors.

When there are issues relating to the entire Breen Confederacy, the Thots meet in the ancient Breen Capital of Pela Teram in the Hall of Heroes. Here, the Thots debate laws to govern the confederacy that are passed by a three-fourths majority. These debates usually degrade into fist fights and gun battles between feuding Thots. If a law still happens to be passed, it is enforced haphazardly and usually only against rival Thots.

Each Thot is responsible for raising an military force from his state by whatever means necessary. This ranges from a mandatory draft to mercenaries.

Thots may build their own ships, but often pool their resources with other Thots into a larger fleet. They then elect a Thot to serve as the fleet commander. Thots who do not commit men and material to the fleet face destruction by the majority who have voted for war and committed their forces.
