Time deceleration is an effect where, through some sort of temporal distortion, the passage of time slows in one location in comparison to the rest of the universe.

A time deceleration effect once threatened to set down upon and slow a Starfleet landing party from the Federation starship USS Enterprise as they traveled between the plateaus of Kla and Shema seeking components to build a cyclonic generator from the five plateau-dwelling tribes of the Klatoor natives.
