Togor was a Gorn Wazir in the 24th century. Togor had been the Wazir during the reign of Lord Imperator Sozzerozs for nearly a decade.

In 2384, Togor accompanied Lord Imperator Sozzerozs to the planet Orion, who met with President Nanietta Bacco. While there, Sozzerozs negotiated a possible alliance, which had really been a ruse to simply draw out Bacco. As part of the plan, a party was organized at the Bank of Orion, which would allow Bacco to be in a possibly insecure location. After she was drawn out, the Breen Confederacy proceeded with their assassination attempt. Having replaced Esperanza Piñiero with an android, the doppelganger began firing into the crowd. Togor avoided being hit along Azarog and Sozzerozs. Togor advised Sozzerozs on several matters throughout the investigation into the attack afterwards, an attack who the Gorn were actually aware of beforehand. Togor suggested they allow Starfleet to take the lead on the investigation, but had said to watch them closely. Later on, when the bank was attacked, Togor hid in the bank's vault along with Bacco, Safranski, Azarog and Sozzerozs. Unfortunately, the vault was breached by the attackers, Breen androids, and Togor was shot in the face. (TNG - Cold Equations novel: Silent Weapons)
