Tomas Roeder was a male Human who lived in the 24th century. Roeder was once an officer in the Federation Starfleet, Starfleet Internal Affairs and Starfleet Intelligence. During the Dominion War, Roeder resigned from Starfleet and led the anti-war movement on Earth. Roeder had once been the chief of security of the USS Livingston.

In the year 2374, Roeder discovered that Section 31 had infected the Founders of the Dominion with a lethal virus. Shocked and disgusted, Roeder attempted to pass the information to the Dominion. The unbalanced Roeder was later killed by Elim Garak after Roeder attempted to kill Benjamin Sisko. Soon after, Luther Sloan intercepted the information before it was passed to the Dominion.
