Torson was a 24th century member of Starfleet, a security guard aboard the Federation starship USS Voyager under the command of Captain Kathryn Janeway. Torson was among the 150 or so people that comprised the Voyager crew when that vessel was stranded in the Delta Quadrant in the year 2371. (VOY - Strange New Worlds I short story: "Fiction")
