Tossi was a verdanis. He was of no use at the resettlement camp near Lacroya, because he was bred as a racing verdanis and was unable to do any useful work. Because of this Talis Cedra told Bashir that taking Tossi would not deprive the camp of anything useful. (DS9 novel: Warchild)
