Biography[]
In 2383, Higgins was working as an incident report investigator in an office in Paris for SI when he came across a deposition that Benjamin Maxwell had given after the Darius incident. Higgins asked his friend and colleague Javier Rodriquez if he should report Maxwell's involvement, although Rodriguez told him not to. (DS9 novel: Force and Motion)
