Traynor was a 23rd century Human who served in Starfleet with the rank of Admiral.
History
In 2270, Traynor gave a speech to the graduating class at Starfleet Academy. He reminded the ensigns of the Prime Directive and the reasons behind it. He reiterated that Starfleet used force as a last resort, and that Starfleet's goal is to keep peace in the galaxy. (TOS - Which Way Books novella: Voyage to Adventure)
