The Trojan Horse Project was research made in developing holographic surveillance devices to serve the purpose of infiltration as well as reconnaisance. The project was commissioned by Starfleet Intelligence.

It was headed by Doctor Lewis Zimmerman and began development in the 2370s where research was commissioned at the Jupiter Station. One of the outcomes of the project was a holographic fly named Roy who served as a micro-surveillance spy. (VOY episode: "Life Line")
