The USS Thomas Paine (NCC-65530) was a Federation starship, a New Orleans-class frigate starship that was in service to Starfleet in the 24th century.
History[]
This ship, commissioned in the 2350s decade, was named for Thomas Paine, a Human patriot from the history of Earth's United States of America nation. This vessel was a successor in its name after a previous vessel, the Thomas Paine-class prototype USS Thomas Paine. (FASA RPG module: Star Trek: The Next Generation Officer's Manual)
In the year 2364, the Thomas Paine was under the command of Captain Rixx. That year, the ship entered orbit of Dytallix B, so that Rixx could attend a secret meeting with fellow captains Jean-Luc Picard of the USS Enterprise-D, Walker Keel of the USS Horatio and Tryla Scott of the USS Renegade on the planet surface regarding the alien take-over of Starfleet Command. In 2371, Rixx was still in command. That year, he was contacted by Picard looking for information on one of his junior engineers, Lieutenant Farrell, who had served on the Thomas Paine under Rixx the previous year. (TNG comic: "Suspect")

Background[]
Before The Star Trek Encyclopedia clarified the class of vessel referred to in the episode, licensed fiction by FASA had apparently intended to assign this ship as the Paine-class prototype vessel, but this contradiction can be reconciled using dates that establish this ship had succeeded that other vessel and assumed its name.
