The U.A.E. was an Earth nation-state.
According to Khan Noonien Singh, Augments absorbed the U.A.E. into the Central Asian Union in September 1992. By 1996, the U.A.E. was part of the Khanate before the Augment dictatorships were overthrown. (TOS - Khan comics: "Issue 2", "Issue 3")
