High Administrator[]
The High Administrator served as the leader of his peoples' government aboard the world-ship Archernar IV. His family had governed for thousands of generations. (TOS - Mission's End comic: "Issue 3")
He attended a feast celebrating the arrival of a Federation first contact team from the USS Enterprise in 2264. (TOS - Mission's End comic: "Issue 1")
By 2270, he and his entourage adopted clothing adorned with the Starfleet delta emblem and command division colors. In 2270, he appeared before the Federation Council to appeal for Federation membership. In his speech, he described fundamental societal changes he made since first contact, eliminating war, vendettas, and dueling practices in favor of peace.
Six months later, the Enterprise returned to Archernar IV to attend their Federation treaty ceremony. High Minister Kel-M chose that moment to start a short-lived revolution, but he was killed and the High Administrator was found safe after the incident. (TOS - Mission's End comic: "Issue 2")
The High Administrator led a memorial service for those killed aboard the Archernar IV contact station during Kel-M's revolt. He hoped he conducted the ritual properly, to honor Federation traditions. To prevent further deaths, he permitted security guards from the Enterprise to give additional protection to the world-ship's "Heart of God". (TOS - Mission's End comic: "Issue 3")
As the High Administrator began the treaty signing ceremony, Crawlers revolted, stealing an "Eye of God" hexagonal panel from the world-ship's power generator. Spock realized from their actions that the Crawlers were sapient and that this was a civil war demanding noninterference. The High Administrator asserted that Crawlers were just animals, but accepted Spock's assessment that the world-ship was doomed unless the panel could be recovered. Despite many cultural changes he'd made, the High Administrator's compassion did not extend to animals. However, when he learned that the Crawlers had been mutated by quadraphasic radiation exposure into sapient life forms, "raised up" by the Divine Builders as he put it, he felt shame and embarrassment. He stated it was wrong to harm elevated life and knelt before the Crawlers, offering his sincere apology for their treatment as slave laborers and decreed that they be treated as higher beings. He offered to work with the Crawlers to repair the power generator. When complete, the High Administrator had faith that he'd chosen the right path, which would taken them home to the Divine Builders, and thanked the Federation, shortly before the generator took the world-ship into another dimension. High Administrator's son[]

In the year 2270, the High Administrator's son and his bodyguard accompanied the High Administrator to Earth for the leader's speech in the Federation Council Chambers. Behind the scenes, the prince schemed to assassinate his father and keep the Federation away from his world. He hired Moore and an associate to commit the crime, making it look like an accident. Unfortunately for the son, Moore killed him instead of his father, as soon as he got his hands on valuable data about Archernar. (TOS - Mission's End comic: "Issue 2")
Son's bodyguard[]
On Earth, the bodyguard of the High Administrator's son did not like the idea of treason, but stood by the side of his prince. When Moore and his Section 31 associate raised weapons, he warned the prince to flee, but got shot and was killed by the associate. (TOS - Mission's End comic: "Issue 2")
High Science Advisor[]
In the aftermath of Kel-M's attempted coup, the High Administrator chose a new High Science Advisor, whose role centered around learning how the "Heart of God" power generator worked. When Crawlers began a civil war and stole a portion of the generator, the High Science Advisor told the High Administrator that it might be able to be repaired. But with the Crawlers unavailable, the Archarnarians had no way to reach the damaged areas. (TOS - Mission's End comic: "Issue 4")
Other advisors[]
As the Heart of God was destabilizing, threatening the existence of Archernar IV, the High Administrator spoke with his advisors. One thought that the Federation was to blame for the Crawlers' actions, that their speaking through the universal translator was just a trick. Others panicked that Starfleet seemed to have abandoned them and that their sky was surrounded with starships. One suggested that they use the Omega-weapon to destroy the Federation. When Columbus approached with Crawlers, one of the advisors demanded that they attack. But the High Administrator retained his authority and pursued peaceful measures.
