Uptime and downtime are words used in time travel to describe relative dimension in time. They may be thought of as synonyms for "in the future" and "in the past" respectively. It is common to refer to events in terms of being "X years downtime", or a group being an "uptime faction". (DTI novel: Watching the Clock)
