Vagh insulting Picard

Vagh was a 24th century male Klingon individual who served as the Klingon Empire's military governor of Krios Prime in the 2360s.

Vagh was the target of an assassination attempt in 2367. Romulan Commander Sela, conspiring with Klingon Ambassador Kell, had Starfleet Lieutenant Commander Geordi La Forge abducted, and used a brainwashing technique, via the neural interface for his VISOR, to compel him to kill Vagh, and thus spark a conflict between the Federation and the Klingon Empire. This plot was thwarted by Lieutenant Commander Data, and Vagh had Kell taken into custody. (TNG episode: "The Mind's Eye")
