The Vault of Eternal Destitution is the afterlife in Ferengi beliefs for those who are unsuccessful in life.

After being transported in time back to 1947, Rom initially thought that he, Quark and Nog had died and been sent to the Vault. But, Quark claimed that was impossible, because his bar on Deep Space 9 was showing a profit. (DS9 episode: "Little Green Men")

In 2376, Nik believed that Ferengi society was “going to the Vault of Eternal Destitution in a muckraker” after Rom became Grand Nagus and Ferengi woman were given equal rights. (DS9 - Worlds of Star Trek: Deep Space Nine novel: Ferenginar: Satisfaction is Not Guaranteed)

This would seem to be the same concept as the Debtor's Dungeon that was mentioned in the DS9 novel: The War of the Prophets.
