Velet was a female Talarian. She was noted to be tall for a Talarian with golden hair.

By 2382, Velet was second in command of the faction led by Dirin protesting Commander-in-Chief Ronzel. Secretly, Tzenkethi agents had carried out a methodical series of assassinations to allow Dirin to elevate to the position of authority, and subtle hints of scandal were planted, but not sufficient to completely destroy Velet's reputation to keep her in control. However, Dirin was frequently planning with Dezinor, leaving Velet to do much of the actual work, which earned her respect from the other protestors. Dirin's ambition however motivated her to undermine Velet as much as possible, maintaining the balance of power within the organization.

When the womens' protest movement acted against diplomatic negotations between the Talarian Republic and the Federation being undertaken by Ronzel, Ambassador Endar, Jono, and Captain Jean-Luc Picard, she led a team to kidnap Jono and Beverly Crusher. Velet was hesitant about taking the Starfleet officer, feeling guilty about acting against another woman. When the captives were awake, Velet and other guards brought food in, which allowed Crusher to spot the telltale glow of the Tzenkethi; Velet admitted that the Typhon Pact was offering them assistance in their struggle. The protest movement only wanted to gain the attention of the rulers; Velet had no desire to use force.

After Jono and Crusher figured out the Tzenkethi's plot, they were able to placate Velet and the others, before those Talarians confronted Dirin. Dirin released the prisoners, allowing them to contact the USS Enterprise-E, calling off a planned military strike. Dirin agreed to step down from her position and face the consequences of her actions, and Velet took over the position of leadership. (ST - Typhon Pact eBook: The Struggle Within)
