Velura Sant was a Bajoran woman and the governor of Pillagra in the 23rd century.
In 2270, Governor Velura met with James T. Kirk, who informed her that the USS Enterprise had recently discovered two similar colonies, both destroyed. Velura was able to confirm to Kirk that the other two colonies were Velat Nol and Gelladorn. When the Ascendants attacked Pillagra, Hikaru Sulu asked Governor Velura to evacuate the city while the Enterprise and the USS Courageous dealt with the attackers. (TOS novel: Allegiance in Exile)
