Vic Fontaine was a Terran in the mirror universe. He was surprised to run into Quark and Rom from "our universe," as their mirror counterparts had died some years previous. He was likely a criminal of some sort, as he was shot by Julian Bashir while trying to flee from the Rebellion. (DS9 episode: The Emperor's New Cloak)
It is unknown how Vic is not a hologram.
