You may be looking for the Borg device called the Vinculum.

The Vinculum was a location on the planet Cardassia Prime. It was used by the ancient Hebitian civilization in order to appoint a leader who were required to go on a pilgrimage with the Vinculum being the site where the living and the dead found a common ground. These leaders needed to make their peace with the dead because if they could not than they were seen as being unable to guide the living. The knowledge of this place was considered a great gift as it was the source of wisdom that few were allowed to experience or share.

In the aftermath of the Dominion War, Elim Garak traveled to the Vinculum in order to desperately find a cure a plague that was ravaging the Cardassian people. Doctor Kelas Parmak discovered, in his exhaustive search, an ancient Hebitian text which spoke of a metadimensional nexus which contained all wisdom, knowledge and resources. This nexus sliced through creation and connected everything that ever was, is or will be. These texts referred to the place being called the Vinculum. Mindur Timot learned of this and determined that the Vinculum was capable of being accessed through transporter technology. (DS9 short story: "The Calling")
