Overview
The Council was noted as being the government of the Vulcan state and was the smallest of the planetary governments within the United Federation of Planets as it consisted of only seven ministries. Its members met in the Council Council Chambers located in ShirKahr and held the offices for each of the Ministers along with their staff.
The Vulcan Council is divided into numerous Ministries each with a specific role in the administration of the Vulcan state. These include:

- The Vulcan Ministry of Defense
- The Vulcan Ministry of Security
- The Vulcan Ministry of Health
- The Vulcan Ministry of Thought

At some point before 2279, the Vulcan Council was informed of the fate of the stolen Vulcan ships whose crews were captured by the Romulan Star Empire and placed on Hellguard. (TOS novel: The Pandora Principle)
