The Vulcan Space Program was an organization that was part of the Vulcan High Command, responsible for Vulcan's space exploration operations. (ENT episode: "Breaking the Ice") It was a successor to the Vulcan Space Initiative of the Age of Surak. (ST - Vulcan's Soul novel: Exodus)

Known as the Offworld Service in its early days, it was founded in 1875 by Savar, who also developed its precepts of non-interference with less developed cultures, known as the Vulcan Prime Directive. The Offworld Service was responsible for missions to numerous worlds, including Earth, Andoria, and Tellar. In its early days, it employed sub-light speed vessels with cryogenic suspension chambers; by 2045, they had achieved warp speed. (TOS novel: Strangers from the Sky)

The Ti'Mur operated under the authority of the Vulcan Space Program. (ENT episode: "Breaking the Ice")
