Captain Weiss was an United Earth Starfleet officer during the Earth-Romulan War.
In 2156, Weiss was the commanding officer of the Atlantis (NX-05) when it launched. Several weeks after launch Weiss was forced to destroy Atlantis when it was incapacitated by Romulan forces invading Tau Ceti IV. (ENT novel: The Romulan War: Beneath the Raptor's Wing)
