Colonel William H. Blanchard (6 February 1916 - 31 May 1966) was one of the key Humans in the capture and interrogation of Quark in the year 1947. He was the commanding officer of the Roswell Army Air Field in New Mexico at the time. This incident later became known as Project Mogul. (ST reference: Star Trek Cookbook)
