Williams was a human female in the 22nd century, and a gamma shift crewmember aboard the Heisenberg, a warp drive ship owned and operated by the Cochrane Institute of Alpha Centauri. When Romulans took over the ship, they blew Williams out an airlock as an example to the rest of the crew. (DS9 - The Lives of Dax short story: "Dead Man's Hand")
