Memory Beta, non-canon Star Trek Wiki

Ykredna was a female Kinshaya, and Pontifex Maxima of the Holy Order of the Kinshaya. Ykredna oversaw the Holy Order's joining of the Typhon Pact.

Ykredna's decisions were not popular or supported by the entire populace. Under her rule, funding for projects such as infrastructure had been reallocated to ship building and defense fighting the Kreel and Klingon Empire, although Ykredna defended the decision by explaining it as necessary to buffer the demonic encroachment.

Following the uprising of the Devotionalists and especially the public swaying of opinion after the Niamlar Massacre, Ykredna and the Matriarchs and Patriarchs promised to resist any transition to a more populist government. However, the other members of the Pact publicly issued statements condemning the massacre, and it was likely they would place considerable diplomatic and economic pressure to step down and not further undermine the legitimacy of the Pact. (ST - Typhon Pact eBook: The Struggle Within)

Although not explicitly stated, text in The Struggle Within indicates Ykredna oversaw the renewed aggression against the Kreel, which had been conquered and absorbed by 2380 per Q & A, placing those events prior to the formation of the Typhon Pact in 2381; therefore she likely was in power at the time.
