Yrolla Gari was a female human who served as Lieutenant Governor of Cestus III under Governor Nanietta Bacco. She served as acting governor in late 2379, while Bacco was campaigning for election as President of the United Federation of Planets. She assumed the office permanently following Bacco's victory and resignation as governor.
Gari had numerous disagreements with Bacco's former press liaison, Piers Renault. At the recommendation of both Bacco and Esperanza Piñiero, she replaced Renault with M'Tesint. (TNG novel: A Time for War, A Time for Peace)
