Zachary Moulton was a 23rd century Human man from Tarsus IV.
Moulton was the father of Shannon Moulton. In 2246, he was one of the 4,000 colonists who were murdered upon the orders of then Governor Kodos.
Following his death, his daughter would go on to write The Four Thousand: Crisis on Tarsus IV. (DSC novel: Drastic Measures)
