Between May and July 2270 Admiral Antonio Delgado took Councilors ch'Rhettel and Lyo Morhas of Icor IX to an acclaimed multispecies burlesque revenue in order to win them over to his desire to create the legislation on the Department of Temporal Investigations. Ch'Rhettel expressed concern over both Doctor Meijan Grey's report on the Guardian of Forever and Starfleet's disregard for the safety or the integrity of time.

Ch'Rhettel opposed genetic augmentation but worked to ensure the laws weren't so out of date that they prevented legitimate genetic medical research.
in 2270 ch'Rhettel pushed for oversight by the Intelligence Council or Starfleet for the newly created Department of Temporal Investigations but Chairman T'Nuri of the Federation Science Council argued successfully that the responsibilities of the Department were scientific, and thus the Science Council and its institutes were best equipped to perform oversight.
